He argues that every couple of decades, we need to start with a blank sheet of paper. Government departments and agencies must ask “What are we really here for and what do we have to do?”
Inevitably, one would find things that are not needed anymore. One would find that things are being done because they have been done in the past and no one has thought to challenge them.
